BEIJING, Nov. 15 (Xinhua) -- An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on promoting the development of new quality productive forces in light of local conditions will be published on Sunday.
The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's 22nd issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.
The article is based on excerpts from important remarks by Xi from September 2023 to April 2025.
New quality productive forces are driven primarily by innovation, are characterized by high technology, high efficiency and high quality, and represent an advanced form of productive forces consistent with the new development philosophy, the article says.
Scientific and technological innovation and industrial innovation are basic pathways for developing new quality productive forces, the article notes, adding that their integration requires building platforms, improving systems and mechanisms, and strengthening enterprises' role in innovation.
The article calls for resolutely removing institutional barriers that hinder high-quality development and improving the relations of production to better align with new quality productive forces.
During the 15th Five-Year Plan period (2026-2030), it is necessary to place greater strategic emphasis on promoting the development of new quality productive forces in light of local conditions, the article says, urging localities to selectively advance the development of new industries, business models and growth drivers based on their resource endowment, industrial foundation and scientific research conditions, among other factors.
